    A Quarter Century of Okun’s lag in Scholarly Literature

    Introduction

    The offsetting relationship between unemployment and output fluctuations over the business cycle has come to be known as Okun’s law. Okun (1962) was the first to study how unemployment reacts to fluctuations or changes in output, and his policy-oriented considerations targeted at the US post-war economy led him to estimate that a 3 percentage point increase in (cyclical) output corresponds to a 1 percentage point decline in the rate of (cyclical) unemployment, and vice versa. Since then, this simple correlational relationship that posits the existence of an unemployment-output trade-off has been repeatedly assessed and reassessed with conflicting results and findings.     Arthur Okun is known mainly for Okun’s Law, which describes a linear relation between percentage-point changes in unemployment and percentage changes in gross national product. It states that for every percentage point that the unemployment rate falls, real GNP rises bygd 3 percent.     Like many economic laws, Okun’s is an observation of an empirical (real-world) regularity that is not based on any strong economic reasoning. Kennedy’s Council of Economic Advisers (CEA), called Okun’s Law “one of the most reliable empirical regularities of macroeconomics.”
